Universal Health Insurance for All Tanzanians

The Government of Tanzania has officially launched the Universal Health Insurance (Bima ya Afya kwa Wote), a national program that commenced on 26th January 2026. The initiative aims to ensure that every Tanzanian has health insurance coverage and can access medical services without financial barriers. This program is implemented under the Universal Health Insurance Act, 2023, which was passed by Parliament and assented to by the President of the United Republic of Tanzania.

What is Universal Health Insurance?

Universal Health Insurance is a national scheme designed to provide every citizen with health insurance, enabling access to medical services without bearing a heavy financial burden during illness. The program encourages citizens to enroll early as a proactive measure to safeguard against financial challenges resulting from healthcare costs.

Objectives of the Universal Health Insurance Program

The program is guided by the following objectives:

  • To ensure all citizens can access healthcare services conveniently
  • To reduce the financial burden of medical expenses on families
  • To strengthen the national healthcare system and referral networks
  • To ensure that no citizen is denied treatment due to lack of financial means

Costs and Membership Structure

Under the announced framework, the basic health insurance plan costs TZS 150,000 per year for a household of up to six members. The coverage includes essential healthcare services provided through approved health facilities.

In addition, the government has introduced enhanced insurance packages that allow citizens the flexibility to choose services according to their healthcare needs and financial capacity.

Special Groups Supported by the Government

The government has placed particular emphasis on vulnerable groups, including:

  • Older adults
  • Children
  • Pregnant women
  • People with disabilities

For these groups, the government will fully subsidize their insurance to ensure they can access healthcare services without obstacles.

Program Administration

The National Health Insurance Fund (NHIF) manages the Universal Health Insurance program. Members will receive services through registered health facilities, following the established national referral system, ensuring systematic access to quality healthcare.
